Trained volunteers attend and facilitate (in pairs) meetings attended by young offenders, their parents and carers, Youth Offending Team workers and the victims of crime, where appropriate, to create a programme of activities. These activities are intended to make reparation to the victim and/or community and reduce the risk of reoffending. Particular emphasis is placed on encouraging positive activities and education. An agreement is made at this meeting and signed by the young person, parent or carer, and panel on these activities.
